After data validation, according to the criteria and conditions that we will apply to pick out winners, eligible RUPAY card holders will be sent a link with details regarding their Rewards earned details.

Then to redeem they must follow the routine procedure to book flight, once on payment page, instead of choosing any other payment medium, they will chose/select 6E Rewards as redemption currency and can utilize as per their will and rest amount can be used and paid by any medium (partly payment will happen).

I have seen it for sometime now. Never had the courage to use it as there is no way to track or even complaint in case its not credited. Indigo is passing on the buck to Rupay which doesnt have a customer care or grievance mechanism. Following up with a bank is atleast possible, but with a card payment network, highly impossible. 

Furthermore pay attention to term no. 16. 

Offer is only valid on the Cards with eligible BIN’s (first six digits of the Card) shared by National Payment Corporation of India on its network (“RuPay”). If the BIN series of the Cards does not match with the one provided by RuPay to IndiGo, then the cardholder will need to approach issuer bank. IndiGo shall be entitled to withhold or deny the eligibility of the Offer to a customer where BIN’s are found to be ineligible.
