18 watts and "fast charging for laptop"? It doesn't seem to make sense. Most non-gaming laptops need around 65W to charge properly. Laptop power banks should have output range of at least that, preferably higher.
Ignoring the laptop part, though, it might not be a bad deal for charging phones, idk.
