Try 1K Giftcard via any credit/debit card. It will fail once. ICICI will call to confirm the transaction. Approve transaction by pressing 1.
Now try to purchase again via same debit/credit card. It will go through. You can buy thrice successfully.

What's the use of phonepe gift card card, their page shows it can be used for recharges and bill but when you try the its not available for insurance nor LPG payments.
