How to get jiomoney option any city specific?

I got the JioMoney option under “Payments”. But it does not permit linking of existing jiomoney account linked to other phone number. It it can not find a jiomoney account linked to the phone number linked with Ola, it will create a new Jiomoney account with the phone number.
