Log in to Citibank Online
Click on Credit Card tab
On left hand side menu/panel you will see an option “Recharge Wallet”
It will ask you to select Wallet (only Paytm as of now), put Paytm no. Then an OTP will come for adding this as payee. Once done, you can select amount and make payment.

I logged into CitiBank Online i dont see the offer any where even in the PAYTM Recharge link as well. Both the links you had provided or redirecting to New Credit Card Applications
Its for all users… Link the paytm through website and then u can use mobile app to rechRge paytm wallet amd within 90 days u will get ur cb
