I have seen it today only. may be activation time frame is different for different user.
Anyways who haven't avail benefit can get it.
Do not buy IOCL vouchers from Park+. Most of the time the transaction will be declined. In my case a bought a voucher worth INR 2000. But at the fuel station the voucher showed "Partially Redeemed" for INR 1000. Park+ refunded the excess amount and I lost my INR 1000.
That's horrible experience, but I never faced such issue.

I bought it for INR 1500 through CC + INR 500 worth of Part+ petrol. They refunded only INR 500. I lost INR 1000 paid through CC and INR 500 worth of Park+ petrol!
