Yes, eBay with PayPal, but Indian eBay doesn’t have anything to do with PayPal, PaisaPay it is right? eBay is the filthiest online marketplace there is, people only are interested in eBay because of these coupons, and still there are some good/ genuine sellers out there. But yes, you will either get the product, or the refund, that is all there is to it. However I don’t have any idea about suspended accounts, so can’t say. I have six accounts so far, and as soon as the sellers ship the item and I receive it I will close all the accounts.
