Btw did you check any email received , before booking another ticket?
Also, although incase of normal ticket it shows correctly & instant mail received. But I think incase of tatkal lag happened.
U can try complaint in consumer forum or cpgrams.
Next time close app & open again to check status before booking.

Depending on your status of ticket. You could file a TDR.
Last Option: Try doing some form of settlement with TT while travelling.
Btw how you were able to book tatkal ticket two times, we are not able to get tickets in first time itself?
This kind of thing happened with me but with normal ticket, where amount deducted only once and got both the transaction successful. Was full on confusion, which to cancel and will they say it's a Glitch and not allow board if I cancel one of them, so canceled both and booked fresh, and got refund for both the tickets 😅

Previously If Transaction Failed Means I Immediately Book Tatkal Ticket From Another Device.
Looks Like They Implemented New Feature.
If the Ticket status the CNF then there is nothing you can't do as there is no refund for tatkal ticket, best option is to swap the ticket with some one or reach out some IRCTC ticket agent and sell the ticket which is booked in one account.
Also it is not recommended to book tatkal ticket from multiple account to avoid multiple bookings status. It is better to book the ticket in counter and speak with TTE for seat allocation after chart is prepared and checking the seat availability in IRCT mobile app

Never came across such a scenario, Not Booked jab b aya h to refund ho jata h amount.
