New REASON for Govt to increase TAX

Unified pension scheme was approved by central govt today moving a step back from 2 DECADE old POSITIVE REFORM of NPS

This is due politics and many are unaware of the implications of this

So kindly discuss pros & cons of this move to understand it's implications

I am openly saying this is a negative reform going ahead both in economic & sustainability terms

First things First Govt expenditure outgo will have to go up to provide this NEW ASSURED pension and clearly to GIVE ASSURANCE of Pension they have to raise their revenue which Means MORE TAX on NON PENSION ELIGIBLE population along with eligible ones

Second is 3 % of population or even lower percentage of the population works in Govt jobs but thier pension is fulfilled by 97 + 3% of all Tax payers

During early 2000s the 3% population had been entitled to pension which was equal to 20% populations GDP & this was going up yoy and was calculated to reach 60 % by 2015 which was the reason the reform of Contributory Pension scheme was brought in and in 2014 PFRDA act bolstered this by strong LAW and was going to have long term impact on society & pensioners starting 2030 ( as first full term 25 yrs employees retire in 2030 )

Now this is partially reversed

Please let's understand the implications of this by having a healthy discussion although I am saying outright negative step but I am open to hearing all views and changing my view if it's a valid proposition

Thanking you in advance

First let me put out one thing

This "WILL be SUSTAINABLE" IF GOVT PSU'S ARE IN PROFITS:) (dont ever think of disinvestment) + NEW GOVT INSTITUTIONS ARE OPENED

so if both the above things got implemented THIS IS ACHIEVABLE no matter the concerns posted:)

SO all depends on how GOVT RUNS THINGS

(which is not in our hands but the ruling party of the time)

Lol you don't understand that GOVT is in the business of GOVERNANCE not in the business of Running business

And large scale implications of COST TO ECONOMY for Every rupee collected by Govt is more than 2.3 Rs as per economic reports across board & this is even Before COVID analysis

Given only there 36 people per 1000 population is the Govt approved Jobs which is very low than any other major economy out if which too atleast 20% are not filled which means a barely early single digit population are eligible for this which is paid by all

Now you have to pay for pension too of 3 % of elite govt employees... Although it may be buried under lot of indirect ways but Ultimately Tax is borne by All taxpayers

As of now this scheme is only for central government employees and does not apply for PSUs

It all boils down to governance. There are multiple ways by which revenues are accrued by the state; income tax is not the only one. Judicious expenditure and a healthy revenue generated from PSUs, govt banks and other sources can compensate for this.

Governance is about government doing it's basic reason of existence which governance which provides a fair opportunity - level playing- bi partisan - rule of law & enforcement of it

Rather than govt being a player in the market it should play the enabler of the industries this was the same plank that The current dispensation leader got his political capital in 2014 by the slogan MINIMUM GOVERNMENT MAXIMUM GOVERNANCE

Govt has no business of running a business apart from CORE ONES LIKE DEFENSE- HEALTHCARE-EDUCATION etc

No point in this support for PSU governance because BANKING is the most profitable PSU BLOCK as per latest 5yr reports but all of them squarely miss the point of CAPITAL INFUSION which was made by Govt to rescue the same from NPA & BALANCE SHEET crisis. If we consider the cost of that Profit is going to turn peanuts

Same is the case for almost all MAHARATNA & Navaratna PSUs leaving behind a loss making pool of mini ratnas would be like adding fuel to the FIRE of PUBLIC MONEY going for few people's welfare

There's is no precedent for Govt running business profitably in past 75yrs from congress running away from core HATRED OF PROFITABILITY LED BY NEHRU not the succesive ones -nor does the BJP led Vajpayee govt

Even globally too no country has run PSU s in economically viable situations including CHINA -RUSSIA

So just by wishing to get GOOD GOVERNANCE on PSUs doesn't make them one as incentives are mis aligned here

Your choices are limited and has lots of downsides too

Europe has its own crisis of defending themselves from thier own conflicts accelerated by Russian agression on nato & declining Work force, If US withdraws from providing military AID to EU & NATO then EU has to depend on Hired CONTRACT ARMY from NORTH AFRICA - when ARMY DOESN'T WORK ON PATRIOTISM instead work FOR MONEY it would be disastrous to say the least.... And US is going to withdraw the support sooner or later amidst geopolitical & economic interests

Even EU especially Scandinavian ones are becoming ANTI IMMIGRATION

Then comes NORTH AMERICA which is becoming more self protective & anti immigration especially USA led by TRUMP & Justin Trudeau opposition in CANADA which is almost the possibility of coming to power , USA has more issues like healthcare - Racism -gun violence- ballooning govt debt etc

Then comes SOUTH America which is not there's anything of hope to have better lifestyle than back home

Then AFRICA i hope I don't have to give you reasons for this

Then comes Middle East which has similar defense problems as EU but more aggressive Radical ones ranging from Iran -Israel to ISis even if that doesn't bother you then you have to bear the harsh climate

Then comes CHINA which isn't a fir for no of reasons

So do South East Asia which has it's own issues of similar lifestyle Expectancy & Chinese bullying to what not except JAPAN whose economy is doldrums fro decades which is like not conducive

Then comes AUSTRALIA which is another hor bed of Harsh climate & racism not to forget the nature which always wants you to be dead

Of course there are few islands of hope amidst this like Newzealand -ports of Southern europe -nordic countries - some tax havens but i don't find it easy to relocate from INDIA we're struck with atleast in present scenario.... Good luck to move out

It is Fully funded contributed scheme unlike OPS where there was no employee contribution. There will not be much burden on exchequer as it is raising it's contribution by just 4.5% (18.5 % in UPS vs 14% in NPS)

Yes this will hurt the Budget superficially(most likely).

Yes it is a politically compulsive decision.

I'm sure Govt would have calculated all, This Govt. is very sensitive to economy. Govt employees are not much aware of power of investing and compounding, they don't think longterm, else they would have never demand the guranteed pension.

3 % is the optimistic no it's even lower but approved jobs are slightly above 3%

Then 8 % isn't having any hope given the financials of govt even under such good growing economy... And expecting them to get pension is a long stretch of imagination and they're bound to be unemployed if they choose to stick withrhe hope for govt employement

Then why do 3% populations family be unproductive just because one family member has pension... This is why labour force participation is low especially among Female population... No other country include in the past several thousand years has seem development with 1\2 of thier population Unemployed (1/2 being female + family)

Then no pint in talking about 8% family population..... Nor does your stretch of imagination of 30-40%

.

My main concern here is incentive to be productive is lost even for those 3% and thier families apart from the real economic reality where ppp income keeps them at far below thier potential productive capacity

Then comes the 14-18% outgo for Govt which is not a small no for a tax -gdp ratio in early teens & there's far outcry on high tax rates and thus 4 % would be at the cost 97% population just for benefiting 3 % population..... I can't think of much worse scenario than this

Every MLA & MP is getting pension for every term he/she is elected for,   suppose he elected 5 times he will get 5 pensions for just doing nothing. He also got salary and allowances for those tenure. It should be stopped immediately.

Because We are paying the Taxes.

On Bike GST is 28%
On Helicopter GST is 5%
